We recently upgraded to V5R3, and we're no longer able to change system value QUTCOFFSET. Do you know what the problem is?
The reason you can't adjust the universal time offset system value is because time management in OS/400 has been enhanced significantly in release V5R3. There is a new system value called QTIMZON that allows you to say what time zone you are in and the system will automatically set the qutcoffset for you based on your time zone. Depending on the setting of QTIMZON, you may not even have to adjust the time at daylight saving time changes.
