Spool administration RPGILE program

I want to do a spool administration RPGILE program, but I need know what is the container spools file, what are its fields? I will do filters for users, date, time, etc.

What you want to achieve is in fact quite complex. To read output queues content, move and delete spool files and so on, you may have to use APIs. The best I can recommend is for you to have a look at spool file and output queues APIs in IBM manuals.
