Set up adopted authority

I am trying to set up adopted authority for a program behind a menu. I compiled the CL source program with *Owner and the object was created with *Owner and specifies to use adopted authority. The group Qpgmr owns both objects and has *all authority. When I run the command from an SDA menu option it still says I'm not authorized to the program. Is there something I'm doing wrong? I'm just using a test ID with no special authority except *Use on the menu itself. Please help I'm baffled.
My guess is that your test user ID is not part of the QPGMR class. From your description, it sounds as if your test user ID also needs *use authority to the CL program.
