Is there a way to send and receive data to data queues from RPGLE other than going for APIs?
No, but you can wrap the APIs in a program or procedure which only presents the parameters you require. You can then use this wrapper instead of the 'raw' APIs -- you could even write commands to send to and receive from data queues, and so access them from CL programs.
The APIs are quite easy to understand, and in fact you would need to understand data queue concepts and structures, however, you accessed the queues -- so spend an afternoon on it, and all will be clear.
