Selectively disable and enable user profiles

My problem is that I have a cumbersome task once a month to disable user profiles before starting my end of month process. I want to selectively disable and enable users with a CL program, but I don't know where to start.
You might try to use the SECTOOLS facility that allows you to disable and re-enable users on particular times of a day. Type GO SECTOOLS from a command line and look at options 5 and 6.
