Restricting users' use of the F16 command

We have users that have access to the WRKWTR & WRKOUTQ commands. They are able to access the QSYSOPR message queue through these commands. How do I restrict their use of the F16-remove all except unanswered messages command? And what is the command? They are driving me nuts!
To delete messages from a message queue you need to have *DLT authority to the message queue. If you grant the users *USE authority to the message queue, they will be able to display it but not remove any messages. In other words, users will not have authority to use F11=Remove a message, F13=Remove all as well as F16=Remove all except unanswered function keys.
