Reset QSECOFR profiles password

Is it possible for a user profile with *SECADM (security administrator) special authority to be able to reset QSECOFR profiles password? I'm told that can never happen, but if that can happen to be the case, what would the cause be and how can it be resolved? I am a *SECADM but I have been able to reset the QSECOFR password successfully.
A user with *SECADM privileges cannot change the password for QSECOFR. I tested this out on my system. I also added *ALLOBJ special authority to the user ID I created with *SECADM class. I was still not able to change the QSECOFR password. You might want to check your user profile again and see if you have something greater than *SECADM. If not, I would contact IBM Support as soon as possible.
