Backups process are usually run under user profile QSYSOPR or a member of the QSYSOPR group.
The reason for this is... This user profile is able to backup any object on your system is because it has been given Special Authority *SAVSYS.
Once your backup job has been submitted, only you or users with Special Authority *JOBCTL will be able to work with and cancel the backup job.
As for controlling when these jobs run... You could define the job in the system job scheduler using the ADDJOBSCDE command.
