Is special authority needed?

Our development iSeries is running OS/400 V4R5 and we want our developers to be able to view the job log of all batch jobs. Security and the auditing journal have been set up. When we try and look at the job log of an active batch job we get 'Not authorized to display job log.' However, we can view the job log of the batch job when it has finished. Further we get no errors on the audit journal. What is causing this?

In order to display the joblog of another user's job, you must have *JOBCTL special authority. If the other user is the security officer or a member of the security officer group, you also must have *ALLOBJxc special authority.
