If the OutQ is attached to a printer you should be able to retrieve the command to recreate it using RTVCFGSRC CFGD(yourprinter) CFGTYPE(*DEVD). If no device is used in this case you could use CRTDUPOBJ OBJ(youroutq) FROMLIB(yourlib) OBJTYPE(*OUTQ).
