Giving users temporary authority to print

Is there a way to allow a user to initially print a printer file from an OUTQ? For example, I'd like to have them print payroll checks, but I'd don't want them to have the abilitly to reprint the checks without the proper authorization.
There's nothing in OS/400 that would allow this type of control. It would have to be built into an application that manages spooled files.
