Yes, it is possible. If the remote PC is on NT, all you need to do is activate the FTP server on that NT and then issue the command FTP from the AS/400.
Windows 95/98 does not come with a bundled FTP server, but there are many server freely available on the market that you can install. The best one I came across is war FTPD. You can download the war FTPD freeware here.
