CPU percentage in a heavy loaded system

Why, in a heavily loaded system, does the CPU percent show a markedly different number in a "WRKACTJOB" display than in a "DSPSYSSTS" display?
The WRKSYSACT job takes a good bit of system resources to collect all the information shown on the display. This would cause the CPU percent to increase. The DSPSYSSTS command takes very few system resources therefore, the lower CPU percent.
