Bringing a system out of restricted state

I do a full system backup every night with the system in restricted state. Is there any way that I can restart all sub systems with out doing an IPL?
The easiest way to bring your system out of restricted state is to just run the STRSBS command against your controlling subsystem. The name of your controlling subsystem is listed in system value QCTLSBSD, and most people set this to QCTL. The STRSBS QCTL command will bring your system out of restricted state without doing an IPL. If you have a startup program (defined by system value QSTRUPPGM) it will run when you start the controlling subsystem.
