Automatically notifying the IT department when the power is out

When our power goes out and the UPS kicks in, is there a way to notify our IT people outside the building via e-mail that the power is out?
You would have to monitor the QSYSOPR message queue for message ID CPF1816 (V5R2). This is the message that the utility power failed. When you see this message, you could have the program execute an e-mail send out. Message ID CPF1817 is for the power restored.
