You have a couple of options. You can use a port restriction. First create a user profile – name it PORTUSER. Do a CFGTCP and take the option to work with port restrictions. Assign PORTUSER to port 21. Then delete the PORTUSER user profile. Any service that comes in on port 21 will try start under the PORTUSER user profile. Since it does not exist, the service won't start.
Your other option is to use IP packet filters which are configured in iSeries Navigator – use the wizard, it will step you through the process. ==================================
