It is possible to FTP a file directly to the IFS and indeed when long files names are required this is the only option.
The FTP to the IFS is controlled in the FTP server attribute. In order to be able to define that the target to your FTP is the IFS (regardless of the FTP server attribute) use the following:
ftp> quote site namefmt 1
250 Now using naming format "1".
ftp> cd /tmp
250 "/tmp" is current directory.
ftp>
