You will need to put double-single quotes around your quotes.
Example:
DCL VAR(&TEST) TYPE(*CHAR) LEN(5)
CHGVAR VAR(&TEST) VALUE('''abc''')
This will produce a quoted value in the variable test 'abc' ==================================
