The problem that you described is quite normal. Often a task requires a
resource that is held by the a higher PTY task, and the lower PTY task has
to wait for the higher task to execute and relinquish the resource. This
causes the lower PTY task to raise its PTY to the same as the higher PTY
task. That's the reason you see the job at PTY 20 running at PTY 10 or 15.
