The default version of Option 21 from the GO SAVE menu runs as described in the Information Center:
Save your whole server with GO SAVE: Option 21
Option 21 saves everything on your server and allows you to perform the save while you are not there. Option 21 does not save spooled files.
Option 21 saves all of your data for additional licensed programs, such as Domino or Integration for Windows Server when you select to vary off your network servers. Also, if you have Linux installed on a secondary logical partition, you can back up that partition when you select to vary off your network servers.
Option 21 puts your server into a restricted state. This means that no users can access your server and the backup is the only thing that is running on your server. It is best to run this option overnight for a small server or during the weekend for larger servers. Note: If you are saving information on independent disk pools, make sure that you have varied on the independent disk pools before using Option 21.

As you can see, there is no PWRDWNSYS command in this process as it is
delivered from IBM. If your system is really being powered off when option 21 is used, then maybe someone retrieved the source for the QMNSAVE program and added this command. If this is the case, find the source, or retrieve it again using the RTVCLSRC command, remove the PWRDWNSYS command and recompile the program.
You might be mistaking the ENDSBS *ALL command for a PWRDWNSYS. It is almost as intrusive. It ends all jobs on the system, except the BU job, in order to do a SAVSYS command. This is necessary since SAVSYS can only be run in the restrictive state that is the result of the ENDSBS *ALL.
