You can use the undocumented cwbtfr.ini to do this:
A file named CWBTFR.INI must be created in the Windows
directory. Client Access looks in this file for the
following entries:
[Client Access Data Transfer]
ForceTranslation=1; Set to 1 to force 65535 translation,
0 for the default behavior.
