Am I able to use our network NETBACKUP solution to backup our AS/400 rather than using locally attached LTO3 drives?

I would not recommend doing that. The main reason is that you can't create a SAVSYS tape without native iSeries BU commands. In the event of a disaster, a SAVSYS tape is necessary in order to recover your system.

You might consider how you could utilize BU software on your iSeries to BU Windows or UNIX servers though!
