Why do I need to do to fix this?

Library QUSRSYS not completely installed.
Function check. CPF8AA1 unmonitored by QSYDLUP at statement *N, instruction X'03D8'.

Because QUSRSYS is part of the base operating system.

Message . . . . : Library QUSRSYS not completely installed.
Cause . . . . . : Your request cannot be processed now because the IBM supplied user library, QUSRSYS, is not completely installed.
Recovery . . . : Install library QUSRSYS using the Work with Licensed Program (LICPGM) menu.

This indicates that either an install or upgrade was not successfully completed. You can re-install this from either a good backup or the CDs. Make sure that you have a good backup of your current QUSRSYS library as well, since this library also has user data in it.
