You have changed the correct system value, however there are some limitations to how restrictive it is. See the following HELP text for this System Value:
Limit device session. This system value controls whether a user can sign-on at more than one work station. This does not prevent the
user from using group jobs or making a system request (pressing the System Request key) at the same work station. The shipped value is 0.
If you need to limit the user to "absolutely" one active session, you could write a program that checks to see if this user is signed on already. If they are signed on, then sign them off. This program would be set as the users Initial Program. If they aren't signed on, then let their job continue. ==================================
