The best way to deliver flat file to the iSeries is to use FTP and use the iSeries as a server or as client. When the iSeries is the server on the PC side issue this command.
FTP -s:myscriptfile.txt where myscriptfile.txt contains something like this:
USER as400user
as400password
cd qgpl
ascii
put pcfile as400file
From the iSeries you can use batch FTP to get the files from the PC, this will require setting the ftp server on the PC. See more explanation here.
