Working with cursors in COBOL programs

In one of my COBOL programs I'm using a cursor to fetch data from a physical file. Before the upgrade to V5R1 data was received in the order in which it was written to PF (FIFO), after the upgrade the retrieval order changed to LIFO. Even though I can avoid this by specifying ORDER BY, what could be the reason for this?

Cursors may be shared throughout an activation group, but there is only one cursor open for the file in COBOL. This may have some effect on how your data is being retrieved.
