Using BRMS for backups on 3590 tape, one tape has many read/write errors. How many errors would be considered too many before replacing the tape? Would one temp error per 10 GB be in the ballpark?

One error per 10GB would be in the ballpark. Having been through a few restores in my time, I'd probably just increase my tape budget. If you had a one in 100 chance that the tape would be unusable, I can't afford the one. Pitch it, and get a new tape. Make sure your tape drives are serviced and operating properly.
