I don't believe QUSRTOOLS are officially being supported any longer. It used to be that IBM licensed all the of the compilers separately. Now when you get WebSphere development tools, you get the rights to use all of the compilers. If you have WebSphere development tools on your system, but still don't have access to the C compiler, then it is probably because someone chose not to load that compiler on your system.
