Managing OUTQ

How can we give authority for a certain user in order to be able to "hold" a spool in a certain "OUTQ", but not...

be able to delete the spool? You can granularly allow a user to manage the entire OUTQ and not delete the spooled file, but once you give the user the ability to hold the spooled file, they also have the ability to delete it.
