now because the IBM supplied user library, QUSRSYS, is not completely installed. Recovery . . . : Install library QUSRSYS using the Work with Licensed Program (LICPGM) menu.
This indicates that either an install or upgrade was not successfully completed. You can re-install this from either a good backup or the CDs. Make sure that you have a good backup of your current QUSRSYS library as well, since this library also has user data in it.
