You can only delete objects you have authority too. If you implement resource level authority, users wouldn't be able to delete anything they didn't have authority to delete anyway.
However, if you want to completely disable the file access interfaces to the system, here's some advice.
Access to the AS/400 via the Windows Explorer interface can be disabled via Netserver.
This interface can be ended as follows:
Command: ENDTCPSVR SERVER(*NETSVR) or by selecting the Network>TCP/IP>AS/400 Netserver item from OPS Navigator and selecting STOP.
File access via the Operations Navigator interface can be controlled via Application Access.
To launch the Application Access program from OpsNav, right click on the System container for your system and select Application Access. From here you can disable access to the FILE options.
