Finding CPF messages for a particular topic

How do I find CPF (or other) messages for a particular topic? For example, I might want to know the various messages relating to power events.
The help text for the commands normally include the escape messages that one might receive when running that command.

For example, the help text of the PWRDWNSYS command lists the following escape messages:

CPF1001     Wait time expired for system response.
