You could explicitly revoke authority to the CHGPWD command for this user.
For example, to revoke authority for user KGRAAP:
GRTOBJAUT OBJ(CHGPWD) OBJTYPE(*CMD) USER(KGRAAP) AUT(*EXCLUDE)
